The course “UNMEM” at ENOPU has finalized.

Between March 06 and 31 of this year, the UNMEM Course (Military Experts on Mission) was held at the National Peace Operations Training School, with the participation of 19 students (12 from the National Army, 5 from the National Navy, and 2 from the Uruguayan Air Force).

The students were trained in legal and operational aspects to perform duties as Military Observers or Staff Officers in the different Peacekeeping Operations Missions.

They had the opportunity to carry out practical exercises in the field, which allowed them to apply the knowledge acquired and an approximation to the reality they will face.

The “United Nations Infantry Battalion Training Course for Training of Trainers” (UNIBATT) has ended.

On September 16th, the closing ceremony of the “United Nations Infantry Battalion Training Course for Training of Trainers” (UNIBAT) was held at the Hyatt Hotel in Montevideo, with the presence of military and ministerial authorities.

The ceremony began with words from Mr. Rafael Barbieri, representative of the United Nations Peacekeeping Operations Department, and then from Mr. Kevin Staley, Director of the Security Cooperation Division of the US Southern Command.

This course had the participation of instructors from Argentina, Guatemala, Indonesia, Mongolia, Nepal, Pakistan, Nigeria, the United States of America, Vietnam, and Uruguay.

To conclude, diplomas were awarded to the instructors and participants.

Trainings like these are essential to contribute more effectively to Peacekeeping Operations.”

En la mañana de hoy, la Escuela Nacional de Operaciones de Paz del Uruguay (ENOPU) recibió la visita del Ministro de Defensa Nacional, Dr. Javier García.
Junto con el Director General del Sistema Nacional de Apoyo a las Operaciones de Mantenimiento de la Paz (SINOMAPA), Gral. Omar Carabajal y otras autoridades militares, recorrió las instalaciones del Instituto y recibió una exposición por parte del Director de la ENOPU, Coronel Luis Viñas, referente a los cursos que se desarrollan en el lugar y acerca de los más de 1.000 efectivos que se encuentran desplegados en misiones de paz.
Para finalizar, visitó el SINOMAPA, donde mantuvo contacto mediante videollamada con efectivos de la Guardia Nacional de Connecticut (EEUU).

The Course “VIP Protection” at ENOPU installations has finalized.

In between the frames of the National Peace Operations Training Institute (ENOPU) activities, on the Friday 24th July of 2020 the Course of “V.I.P Protection” has finalized.

The Course is focused to handout the necessary abilities to accomplish the function of authorities custody in the Peacekeeping Operational Missions.

The Course had a total participation of Fifteen students from the Uruguayan National Army and One Mr. Police Officer.

Some of the main objectives treated during the Course were: Convoy Custody, Safety Teams at Residencies, Rout selection and Identification of Condemnatory areas and Risk Assessments..

Also the drivers are trained at evasive conduction, practical exercises of dynamic and vehicle safety among others.

The Course of “Expert Militaries in Mission- UNMEM” at ENOPU has finalized .

In between the frames of the ENOPU activities, on Friday 26th of June of 2020, the Course “Expert Militaries in Mission- UNMEM” which was developed from the 9th to the 13th March and from the 15th to the 26th June at 2020.

Under the Sanitary Emergency that the country is going trough because of the COVID-19 Pandemic, the instruction with courses from distance in the virtual platform of the Institute of POTI was complemented and a series of complementary videos was done by instructors of our force including all different subjects.

This Course prepares the effectives to accomplish tasks as Military Observers, as how also instructs personnel which is going to be deployed in Peacekeeping Operations in the United Nations, in an operational way.

The military personnel were trained to complete the task that they will be carrying on in the different areas of the Mission.

The objective established by ENOPU is to train the personnel in base of the CPTM (Basic Training Pre Deployment Materials) and STM (Specialized Training Materials), it is prepared to the specific mission that is assigned and for the position or function that will accomplish.

It was a total participation of 23 students, 18 from the National Army and 6 from the National Navy.

The Course “Pre Deployment Preparation to Special Grouping of Transport and Engineers- MFO Sinai” at ENOPU finalized

In between the frames of ENOPU activities, on Friday 26th of June, the Course “Pre Deployment Preparation to Special Grouping of Transport and Engineers” that was developed from the 15th to the 26th of June was finalized.

It was a total participation of 28 students, the topics developed in class were based about the functions that the members of MFO do once they are deployed in the Sinai Peninsula.

The previously mentioned course covered  various activities in which are between are highlighted; the organization of the M.F.O Force within technical handling, legal aspects, transport, vehicle conduction, finances, rules of pawing, personnel safety, threats detection and convoy behavior.

It was also given training of Basic Vital Support in the Sanity School of the Armed Forces, defensive handling, and practical conduction classes in the Transport Service of the Army. In addition, shooting activities were realized in the shooting simulator of the Infantry Battalion nº 14.

In between of the instructors, the presence of a lecturer of the diplomatic body of the Israel Embassy was highlighted, Mss. Consul Sapir Efron.

The Course “United Nations Officers Integrants of Military Contingents” –UNCOC at ENOPU finalized

In between the frames of ENOPU activities, on Friday 5th of June of 2020, the Course “United Nations Officers Integrants of Military Contingents”-UNCOC has ended, which was developed from the 9th to the 13th of March and from the 1st to the 5th of June 2020.

Under the Sanitary Emergency that the country is going trough because of the COVID-19 pandemic, the instruction was complemented with courses from distance in the virtual platform of the POTI and a series of complementary videos done by instructors of our force including the different subjects.

The Course was directed to Officers that will command troops in the next rotation of our Contingent and Mayor State to be deployed in MONUSCO (Democratic Republic of Congo) and UNDOF (Golan Highs); training them in every necessary aspect to make their task properly once they are deployed.

In between the topics dictated are founded: the legal frames of the Mission, conduct and discipline, the woman role, CIMIC (Civil-Military Coordination), MOU (Understanding Memorandum), COE (Contingent Owned Equipment), SEA (Sexual Exploitation and Abuse), Civil Protection, in between others.

The Course has finalized with 50 students belonging to the National Army.

The Course counted with videoconferences with the IV Battalion Chief of Uruguay in MONUSCO, Cnel. Álvaro Barrabino and the Commander of Uruguayan Contingent at UNDOF, the Tte. Cnel. Ramón Ramírez.

The Preparatory Meeting to the XII General Assembly of ALCOPAZ has finalized

This even has had as an epicenter the installations of ENOPU, from where the activities were conducted in a inherit modality; they were developed in a videoconference format.

The Ceremony of Aperture was developed with the presence of the Sr. General of the National Army Don Marcelo M. Montaner, President of ALCOPAZ, joined by the General Director of the National System of Support to the Peacekeeping Operations, the General Omar Carabajal, the General Secretary of ALCOPAZ, Cnel. Pablo Caubarrere and the ALCOPAZ Presidency Assessor, Cnel. (R) Roberto Gil.

In this occasion, the president of ALCOPAZ directed his message to the members of the Regional Association highlighting the special circumstances difficulties in which are developed in this time, valorizing the very important participation of most of the present members, and finally stimulating to each to contribute with the common compromise of keeping able and productive to the institution.

From the full partners, participated: Argentina (CAECOPAZ), Bolivia (DIOPE), Brazil (CCOPAB and Defense Minister), Chile (CECOPAC and Task Force Cross of South), Colombia (CENCOPAZ and ESMAI), Ecuador (UEMPE), Guatemala (EOPAZ y CREOMPAZ), México (CECOPAM), Paraguay (CECOPAZ) and Uruguay (ENOPU).

Also the observers partners were presents; including The Association of Veterans in Peacekeeping Operations in Uruguay (AVOPU), the Principals of Cooperation in Security and Defense in France (DCSD), the Entertainment of the UN to Germany (DEU UN TC), the Global Peacekeeping Operations Initiative (GPOI) of the United States of America, the Centre of Inquires of Minor Armament , the Program “Doing the Peacekeeping Operations more successful” (SAS-MPOME) of Switzerland, and the Institute of the West Hemisphere to the Cooperation in Security (WHINSEC) of the United States of America.

In the same way, it was counted with the contribution of the Invited Institutions: the IGARAPE Institute from Brazil, the Strategy Associate Centre for the Peace (JD&A PSC) from Canada, the Romeo Dellaire Initiative to Soldier Children (RDChSI) of Canada, the Collage Centre of Curitiba Brazil, the Institute of the United Nations to Training and Inquires (UNITAR), and the Training Center of Peacekeeping Missions of the Salvador (CEOPAZ).

The Activities Program of Four (4) Days, totalizing more than twenty five hours, it was initiated for part of the Host Country Uruguay, presenting the Inform of the General Secretary, giving accounts of the updates given and in course, developing then the relative information to the Action Plan given to this cycle.

After that, special character topics proposed by the Full Associates, which has contributed an additional input very interesting and valued by all the participants.

In every instance was an opportunity of exchanging questions and answers as receiving new inputs to knowledge.

Concluding this section, they presented the Special Guests.

In the fourth working day, the Special Assemble took place in which they proposed and discussed Agreements as the adoption of a transcendent Resolution to the continuity of the cycle course.

In between of these, the Agreement of maintaining the continuous activity of the Association among the coordination meetings with monthly frequency and topics to determinate within each occasion; in the same way they remembered the category changes proposed to Guests that acquire the permanent character of Observers and the continuity of the International Relationship of the politics procuring achieving the closure of new guests.

The Resolution more transcendent determinated with almost most votes was to extend the ACLOPAZ Cycle in Uruguay, including the calendar of 2021.

The Closure Ceremony counted again with the highlighted presence of the ALCOPAZ President and the General Director of the National System of Support of Peacekeeping Operations. The General of the National Army Marcelo M. Montaner expressed his satisfaction by the results achieved proceeded to give a formal Closure of the event and said goodbye to the entire participant’s saying how thankful he was with their presence and contributions given.
